Measurements to determine the volume of material sold may be by cross-sectioning, weighing, or other method considered to give accountability of the materials sold. The purchaser shall bear the cost of volume determination for all material sales. The borough, on its own motion, may make additional volume measurements to verify the accuracy reported.
