The department shall be equipped with such apparatus and other equipment as may be required from time to time to maintain its efficiency and properly protect life and property from fire. No fire apparatus or equipment shall be used or any article be taken away or concealed without proper authority. Apparatus and equipment purchases shall be made after approval of the manager.
