No person may tie, stake, or fasten any horse, cow, sheep, goat, or other animal within any street, alley, or public place within the borough limits or in a manner which permits the animal access to any portion of any street, alley, or public place. [Ord. 86-16-O(A) §2. Formerly §6.04.040].
