A. The chief animal control officer has the power and duty to supervise the carrying out of the provisions of this title, including the operation of one or more animal shelters.

B. Deputy Animal Control Officer. A deputy animal control officer has the power and duty to execute the terms of this title in the field, subject to the direction of the chief animal control officer, the power to issue citations, file complaints, and to serve citations, summons and complaints for violation of this title.
