Those individuals who have enjoyed the services provided by unauthorized hookups prior to the date of the passage of the ordinance codified in this title will have a period not to exceed 60 days to make application and legalize such hookups. After this two-month grace period, any representative, inspector, or other employee of the city or borough discovering an unauthorized hookup will cite such unauthorized act in writing to the mayor.
