The city of Kodiak standard construction specifications are adopted by reference and incorporated within this title and shall be used in administering the provisions of this chapter. All construction, other than roads, will be constructed in accordance to the latest edition of the city of Kodiak standard construction specifications. When city standard construction specifications do not exist, existing borough capital project specifications will apply to supplement the city standard construction specifications.
