No individual shall engage in the business of plumbing in the borough unless licensed as a plumber by the state of Alaska and carrying a valid state of Alaska contractor’s license under the provisions of this code. No person shall engage in the business of installing, repairing, or altering plumbing unless he holds a state fitness card and is under the direct supervision of a licensed plumber.
