It is the duty of the manager, or designee, to establish and assign all building numbers on the public streets within the borough. He shall prepare the necessary records of the numbers so assigned by him, and such records shall be evidence of all building numbers so assigned. He shall, on demand, furnish to each owner or occupant of a building, or such person as may be employed in numbering the buildings, with all necessary information relevant to the number belonging to each building.
