Lands or interest therein leased from the borough may be subleased upon receiving prior written approval of the mayor. This approval shall not be unreasonably withheld. Utilization of constructed improvements shall be a substantial reason for the sublease. Subleases shall be in writing and be subject to all terms and conditions of the parent lease and this title.
